At the end of 1899, Patrick O’Toole, the Fire Department’s electrician, died while on duty and his brother John asked for an investigation, which was carried by the Board of Fire Commissioners. The City Council minutes state that: “Your Board having taken into consideration all the circumstances surrounding the death of Patrick O'Toole, and in view of the fact that he lost his life while in the performance of work in connection with the Fire Alarm System. would recommend that the sum of ($1.000) one thousand dollars be granted by the City to the widow of the late Patrick O'Toole, and that His Honour the Recorder be instructed to prepare an Act to that purpose to be submitted to the Legislature at its next session.”
