Charles Morris was born on November 18, 1759, in Hopkinton, Massachusetts. He came to Nova Scotia with his parent in 1760, and in 1779, he joined the 70th Regiment of Foot, then stationed in Halifax. He left in 1783 and was appointed deputy surveyor, presumably the same year. Three years later, on November 18, 1786 (on his 27th birthday), he married Charlotte Pernette; the two had 15 children. He was elected at the Legislative Assembly in 1788, but did not re-offer in 1793; that year, he joined the Governor's Fire Company. Morris would serve in the Legislature again between 1797 and 1806. He was appointed Surveyor General of Nova Scotia in 1802 (Province of Nova Scotia 1984) and a member of the Legislative Council in 1808, where he served until his death in Halifax on December 17, 1831 (Chard 2003).
